WORKERS SHALL PROTECT THEIR RIGHTS AGAINST EXPLOITATION                                                          
THROUGH A STRONG UNITED STRUGGLE.                                                                                                             
                                                                                                                                                                                                                                                                                                                                          

  The B.J.P. coming in to power with thumping majority in the recent general elections has immediately announced its priorities in the first one hundred days of its rule. They are:  a) to hasten the process of labor laws codification b) to hasten land acquisition reform c) dismantling and privatizing public sector units and industry.                                                                                                                                                                                                             These priorities announced by the BJP led NDA government are in accordance with the wish lists presented by the Confederation of Indian Industry (CII) the representative of big capital and industries and most of the foreign and Indian stock-market brokerages like Goldman sachs of USA, Morgan standy of U.S.A, U.B.S, Credit Suisse, Elara capital, Edelweiss etc.

 The government claims that it has taken up these priorities in order to attract $ 100 billion worth of foreign direct investment (FDI) annually and technology transfer. It also claims that it intends to finish its, unfinished agenda to bring India in to the top 50 in the world bank's’ ease of doing business rankings. The government emphasizes that it could bring out economic growth by immediately reforming the labor-laws and land acquisition laws being demanded by the big capital.

 Today the back-bone economic sector for India, the agricultural sector is thrown in to deep crisis. Rural distress and poverty have reached to the severest limits. During the period of implementation of neo-liberal economic policies dictated by the imperialist globalisation more than 2,00,000 farmers have committed suicides due to unviable farming under the conditions created by market-forces. Crores of small and petty farmers have been reduced in to marginal unskilled daily manual labourers and are forced to migrate to cities after seeking livelihoods. On the other hand unemployment has reached a 45 year high, leaving more of the educated you in unemployment. Job creation in the recent years has been in dire situation even according to the labour force survey of the government made public in May 2019. The worker participation rate has also declines considerably in this decade.

 Instead of addressing this dire situation being suffered by majority of people of our country the B.J.P. rulers chose to fulfil the wishes of the big-capital and speculative stock-market brokerages. Thus they come out in their true colours of anti-worker, anti-people class nature of exploiting classes.

 The government has already made preparations to ‘reform’ the existing 44 labour laws that provide protection to the rights of workers. With the B.J.P. government is either doing away with the rights of workers or is reframing them to the total advantage of the big-capital industry.

 Presently the government is readied to introduced a national minimum wage code bill and code on occupational safety health and working conditions bill in the coming parliamentary sessions and made them in to laws.

 On the pretext of a national minimum wage code bill, the B.J.P. government is introducing a so-called universal minimum wage system recommended by the imperialist financial organisation World Bank. This universal minimum wage is not based on the scientific basis of present day requirements of a worker of our country, but on improper and incorrect proposals of those ‘experts’ of W.B. with the support of the so-called experts of I.L.O., in accordance and need of the principles dictated by neoliberal economics of imperialist globalisation. This fixation of this nation-wide minimum wages will be far less than the present day existing minimum wages fixed by the governments. In the name of backward regions the minimum wage will be fixed at a lowest rate of many other regions. On the other hand the rights of workers to get bonus payments, O.T. entitlement of double pay and other entitlements of various allowances will be done away or considerably reduced. Thus this wage code is mooted to the benefit of industrialists to reduce their costs on the expenditure of wages and other allowances payable to workers.

 The new code bill on occupational safety, health and working conditions too is not intended to improve the working conditions, safety and safe health conditions to workers. But it is intended to benefit the industrial managements towards reducing their expenditure on these concerns. It is imposing limitations on payments of compensation due to deaths and disablement in industrial workplace accidents at a more lower level than from the present entitlements of compensation under workmen’s compensation act. It also limits the payment of wages during sick periods of occupational ill-health and sickness. We have been witnessing numerous workplace accidents where a considerable number of workers are being killed without any safety protection or being disabled in workplace accidents and the managements are blatantly evading of paying compensations to the deceased or disabled workers in the workplace accidents unwilling to pay compensation according to government's attack of abolishing the legal rights of workers of this country.

 All the trade unions keeping away from their differences of political, regional, religious and other affiliations and sentiments must unite to fight relentlessly against the anti-worker policies of the government.

 With the exclusive principle of strong unity and struggle against anti-working class policies and to protect the legal rights of working-class each and every worker shall prepare to fight and join in the struggle against the attacks on their legal rights.

 A strong workers movement against this onslaught of workers’ rights in the need of the hour. Workers themselves have to fight for their rights.

17th LOK SABHA ELECTIONS REFLECTED THE CONSPIRATORIAL POLITICS OF RULING CLASSES, PARTICULARLY THOSE OF BJP.

The result of general elections to the 17th Parliament are in accordance with the assessment of CC, CPI(ML).The election ‘war’ in all states reflected the prevailing political and economic crisis. The competition in between the Bourgeois Parties that are competing to serve the interests of imperialist and feudal exploitation and suppression. The world wide economic and political crisis of capitalism and imperialism has further deepened. The Indian political arena cannot stay aloof from this crisis. In these elections also, the contradictions among big bourgeois, feudal and bureaucratic capital has sharpened. Though one may not say clearly which section of big bourgeoisie and big business acted in whose favour, the competition among them had reflected in the political arena.

In 2014, the Congress led UPA was defeated and the BJP led NDA came to power in the 16th Parliament. Its rule followed the footsteps of earlier regomes. It threw the people' lives into turmoil by imposing demonetization, GST and other measures. The unemployment has further increased. The agrarian crisis has further deepened. The lives of the rent farmers and agricultural labour have deteriorated. It mouthed slogans like make in India,Achhe Din etc.. But it continued to squander all the resources to big bourgeoisie.

It is well known that the ideology of BJP is based on communalism. The BJP in power utilized the pseudo secularism and empty democratic nature of the Constitution to rouse religious intolerance and communal hatreds. It propagated fundamentalism. It tried to throw the democratic, secular and progressive forces into a state of fear and stupor. It instigated murders. It tried to unleash terror in areas that resisted religious chauvinism. It tried to fish in the uncertain political situation in Tamil Nadu. The DMK and other parties had defeated BJP game as a result of the seeds of materialism swon by Periyar Ramaswamy. It created an unhealthy atmosphere in Kerala by interfering in the local customs and practices. It adopted tactics to destroy communism and its ideology, Dialectical Materialism. To contain the intellectuals of this creed, it conspiratorially foisted false cases and arrested them branding them as’Urban Naxalites’. The Naxalbari Peasants rose in uprising for land and freedom. But, for the last 40 years, the ruling classes had been distorting this historical struggle by using the term Naxalite as synonymous with individual killings. Some of the ruling class parties, CPI and CPM had joined this chorus, and the bad effects of this are now being felt by them. As a result of this, the materialist world outlook had disappeared from the minds of its cadre and no vehicles remained to imbibe materialist world outlook to their new cadres.

The BJP sought to utilize its position in power to five years to spread its ideas of Hindu Raj,Akhand bharat and communalism. But its attempts were not fruitful where there is influence o genuine secularism and materialism. In such places it resorted to the methods of arson and violence. It conspiratorially sought to sell its Hindu card and rouse ant-Muslim ideas by calling Pakistan as Muslim raj and as a base for terrorism. BJP tried on a large scale to rouse national sentiments among the people by creating incidents through the imperialist instigated terrorists. By this it tried to influence the upper and lower strata of the middle classes. (Pulwama, Balakot, and attack on terrorist centers across the border etc).The Prime Minister toured many countries in the name of discussing the issues like border problems, economic relations, technological cooperation, danger of terrorism, buying of weapons etc. In the guise of Indian nationalism he propagated Hindu communalism. He prostrated before the US imperialism and prepared to put the burden of its crisis upon the backs of Indian people. He willingly became a pawn in the hegemonic strategy of US imperialism.

Every political party conducted election campaign without the mention of land distribution and problems of agriculture and the rural poor. The poor peasants who are alienated from land and rent farmers who take land on lease from the absentee landlords are facing severe hardships. No party had announced any plan to relieve them from debt burden. Both the BJP and non-BJP parties competed in announcing schemes that provide some succors. Many palliative schemes for handloom weavers, unemployed youth, old age people and others were grandiosily announced without any permanent solution to their problems. The direct benefit transfer system was utilized as though it was an auction of votes. The consequences of this are going to be very serious. The people are going to lose their independent lifestyle. They cause loss of their personality and cultivate anarchy and inaction among them. These schemes are throwing the youth, the future of the country, rural toilers, and the creators of wealth in to a pathetic condition in which they are being alienated from the process of production. After some time the schemes would be closed down. There are numerous examples of this.

Any party, particularly which came to power at the centre for a second term had been attempting through the Ministry of Home to suppress the aspirations and actions of people to protect their language, culture and local practices. In the name of stopping the illegal immigration, it is throwing the people belonging to minorities and tribes into disorder and insecurity in the bordering states.

As a whole, the BJP used every nefarious method to regain power.

The neo-feudal class, old zamindars, and some of those supporting Congress and Socialist parties have tilted towards the BJP. A large number of retired employees belonging to the upper and middle classes are acting as leaders and cadre of BJP. Those who command respect in the society because of their financial and educational status have most shamelessly taken upon themselves to perform the ‘sacred’ task of confusing, diverting and deceiving the people. RSS and its sangh parivar organizations posed themselves a paramilitary force of Hindu raj. In the northern states they aggressively and/or in disguise depending upon the situation and context, utilized caste, religion, language,etc to rake up sentiments and cornered some temporary benefits.

The BJP acted in such a conspiratorial and dubious manner so that the secular political forces, materialists and supporters of socialism deceived each other. BJP showed its ‘activeness’ in using the carrot and stick through IT raids, illegal transactions etc to cajole them. Floor crossing was made a morally correct thing by creating a fear complex.

The economic and political theories embodied in the koutilya's works and Hindu religious thinking were presented as acceptable for all and put into practice shamelessly. They made use of slave and feudalism as well as modern capitalist and imperialist economic and cultural forces. In this manner they gained the confidence of the exploiting ruling classes that they alone have the capacity to sustain semi-feudal and semi-colonial nature of Indian society.But this game cannot continue for long. The people have already begun to see through the smoke screen and started detesting them.

In a nutshell, the peoples’ life, economic, political, social and cultural systems are going to turn more anarchic and crisis ridden. It could be seen during the previous regimes. The NDA came to power in 2014 elections by criticizing that the UPA regime had thrown agriculture into turmoil impeded the manufacturing sector and thus increased unemployment, and by promising to double the income of farmers, to revive the manufacturing sector and to create one crore jobs every year. But every measure it had taken - Make in India, GST and Demonetization etc - had delivered an unrecoverable hard blow to the peasants and small and medium industries. After regaining power in 2019, it raised the curtain to enact the same drama.

While BJP placated the Hindu religion as the lifestyle of the country and Hindu religion as nationalism and patriotism, the Congress not only failed to counter it but also distorted the very concept of secularism. It promoted all the religious customs and practices in the name of equanimity of all religions to gain votes. All the ruling class parties have trampled the understanding that secularism means that religion must not interfere in politics and state affairs in a democratic state. Any how the people had thwarted the attempt of BJP to gain hold in southern states by raking up issue of women’s entry into Sabarimala Temple. Under the influence of anti-caste, democratic and progressive movements led by the communist party as well as progressive thinkers, the people have defeated the attempts of BJP. It is again proved that to defeat communalism it imperative to link the democratic movements with class struggles of the downtrodden people. The common people are realizing this fact. The masses of middle and upper middle classes have to recognize this fact.

The CPI(ML) is putting forward the following tasks before the people:
Intensify class struggles against feudal, comprador bourgeoisie and imperialist exploitation.
Expose the ideology and politics of BJP that are dividing the people and raking up national chauvinism and intensify political struggles against it.
Expose and oppose communalism, Caste division in society. In concrete form people must liberate themselves from the traditional thinking influenced by religion. The poor peasants of of so called upper castes and toilers of so called lower castes must forge class unity and must unite through class struggles.
Prepare for organized struggles against the fascist trends which are growing at in society under the guise of Hindu communalism which are aimed at diverting the people from their real problems of their life and against the policies that serve the interests of big bourgeoisie, big landlords and imperialist finance capital.
Build a powerful cultural movement against feudal and imperialist cultures that are promoting communalism, casteism and all regressive ideas and customs.
Consistently strive to unite with all the forces that can be united in the struggles taking the Communist Revolutionaries and its nucleus.

CONDEMN AND OPPOSE THE ONSLAUGHT ON KASHMIR PEOPLE.

                    Stand by Kashmir People in the Hour of Great Distress and Crisis.

STATEMENT FROM CPI(ML) CENTRAL COMMITTEE:

                     The Central Committee of CPI(ML) condemns in strongest words the Indian Govt.s         move to scrap Article 35 A of the Indian Constitution which provides a special political status for
Kashmir and also the move to bifurcate Kashmir into two, namely the Union Territory of Ladakh and the Union Territory of Jammu and Kashmir. It is an outright betrayal, stabbing in the back and total negation of the national and democratic aspirations and rights of Kashmir people.

                     Earlier, the Kashmir people experienced many subtle moves on the part of  Indian rulers to dilute the special political status of Kashmir in practice. Now the BJP Government has resorted to a crude, conspiratorial and surprise attack. This move came as a culmination of series of steps to create an atmosphere of fear and terror and plunge the people in massive repression.

                     The Govt.' move is wrought with far reaching consequences not only for the Kashmir people but also for India as a whole. Here the Indian rulers nakedly turned their back to and made mockery of their own promises to the people of Kashmir and the world. Thus they lost their trustworthiness. The way they are now seeking to 'solve' the Kashmir problem is a clear admission of their own miserable failure in winning over the people through democratic and peaceful methods. Their move to divide Kashmir and reduce it into Union Territories is not only blatantly divisive but also disastrous for the entire people as it carries with it the dangerous design to further concentrate powers in the Centre and reduce the States and areas into worse than municipalities. It is needless to say that it will trigger off opposition and protest in the States.

                    We oppose and condemn these moves of Indian Govt. and demand the withdrawal of the moves to scrap the special political status to Kashmir and bifurcate it. We stand by the Kashmir people in this hour of great distress and crisis.

                   We call upon the Party Committees and Comrades to take the stand of the party to widest masses of people and join with all who are in agreement with our stand in organizing united protest in possible forms.
