Political Crisis
assumes most Intensified Form. Resolution of CC,CPI(ML).
The captains and
drum beaters of capitalist system in the world had been proclaiming
from their house tops
that socialism as a system is obsolete and capitalism is the only
system that must be relied upon
by the world people. But the undeniable fact remains, the capitalism
is unable to conceal its
natural and inherent diseases, contradictions, crises and failures.
It is moving from one
crisis to other
deeper crises. The American imperialists, who claim to lead and
protect the world capitalist system,
had been passing through a number of crises. They are yet to come out
of the economic crisis that rocked America in 2008. Internally, the
US imperialists are plagued by serious problems like unemployment,
economic, social inequalities, antagonisms, racial discrimination,
fascist, anarchic and violent trends and actions and growing
discontentment among the people. The economic, political and military
strategies, aggressive armed invasions carried on by the US
imperialists in the last more than one decade had encountered
resistances and adverse situations. US is yet to gain political
stability for its domination even in countries like Iraq, Afghanistan
and Libya where it claims to have won military victories. The US
imperialists have failed in their attempts to bring the Syrian
leaders to their knees by employing the terrorist groups and military
actions. They encountered strong resistance from the Syrian people
and challenge from Russia. They have failed to bend Iran with the
allegations of producing nuclear weapons and by means of economic
sanctions. They had to come down a bit. Despite a decade long US
armed invasion, Taliban continue to control about half of
Afghanistan. Every day, the regime backed by the US there is rocked by Taliban
attacks. The recent decision of US to send more armed forces to
Afghanistan in the name of ‘New
Strategy’ only exposes the crisis of U S's Afghan strategy.
The US strategy of
domination over Asia, Asia-pacific region is faced with opposition
and hurdles from the countries
of the region, especially China. For decades, the military bases
maintained by the US in South
Korea, Japan and the islands in the Indian Ocean had become a big
source of threat to peace, tensions and insecurity in this region.
The deployment of most modern, destructive
weapons in South
Korea, provocations, threats and the display of hegemonic tendencies
by the US have grown enormously in the period of Trump. US seek to
defend all its actions in the name of protecting South Korea from
possible North Korean attack and aggression. But, in reality, the US
imperialists are using this plea to justify their own military
presence, interventionist and hegemonic activities in the region.
Blunt talk by the North Korean Govt. that ‘we are ready, if you
wish so, to pay you in your own coin or sit across the table for
talks’ and the US not finding much support in the region for its
offensive drive for hegemony have become a big challenge for its
policy. More importantly, North Koreans peace offensive in the
context of Olympic Games in South Korea has pushed the US into
defensive. This initiative has awakened and brought out the fine
sentiments and urges of Korean People for peace and reunification of
Korea that are strong in the hearts of Korean people in both parts.
The process of relations and talks has begun between the leaders of
both countries. The declaration of North Korean Govt. that it is
ready for talks even with the US has inflicted a blow diplomatically
on the US imperialists.
Other imperialist
powers like Germany, France and Britain, which are failing in solving
any problem of the people internally, are playing up the ghost of
terrorist danger and are encouraging the fascist forces in an attempt
to divert the people from their problems and are intensifying the fascist repression
against the people.
The contradictions
among the imperialist powers are intensifying. Other imperialist
powers are preparing themselves
to compete better with the US for a ‘proper’ share in the loot
and domination in the world.
Russia is more
assertive than earlier in its competition for its imperialist
interests and spheres of influence.
China, on the road
of capitalism, has emerged into a powerful economic power. It is
working with preparations and policies to confront with US in Asia,
and Asia-pacific region.
The hegemonic
policies of US imperialism are facing increasing protests, opposition
and resistance everywhere from the oppressed people.
Thus the present
political situation in the world is quite favorable for the working
class, oppressed people,
anti- imperialist, anti-hegemonic and peace forces to develop unity
among themselves and intensify the struggle. The Communist Parties
can provide the leadership to the people in their countries and
advance the struggles only by overcoming their disunities and
weaknesses and move with initiative into the practice.
In India the BJP led
NDA came to power at the Center by capitalizing the growing, peoples
discontentment against the Congress led UPA Govt. In the last four
years, this regime has served the landlords, big bourgeoisie and
imperialism in total obedience. At the same time, the BJP and Sangh
Parivar forces have carried out their fascist methods in the name of
Hindutva in an aggressive manner. The Hindu communal, reactionary and
anarchist forces have ruled to the roost in the country. Murderous
attacks were waged in many parts of the country against those with
scientific, progressive, rationalist and democratic ideas. The BJP
and Sangh Parivar forces have implemented a fascist trend as a policy
like being intolerant towards and waging physical attacks on those
holding different ideologies and ideas. They have gone all out in
their attacks against Dalits and Muslims in the name of ‘Goraksha’
they sought to forcibly dictate the dress code, food habits and the
life styles of people. They sought to carry out the punishments of
their choice against those who refused to obey them.
The BJP govt brought
out more rigorous repressive laws and used brutal suppressive methods
to crush the democratic rights and struggles of the people.
It used the slogans
like ‘Make in India’ and ‘Ease doing of business’ to
completely do away with the gates of India for the flow of foreign
capital into India. The Prime Minister has gone around the countries
to invite the investments into the country. Acting like a street
hawker, he sought to lure the foreign investors with a promise of
cheap labour, skilled hands, minerals, land, water, market and other
resources. It is reality a shameful situation for a Head of the
government to so pathetically pray for foreign investment.
Right in his first
speech of taking over as the president of BJP, Amit Shah had declared ‘Congress Mukt
Bharat’ as BJP’s aim. Perhaps, it was consoling for the
non-congress parties to hear this at that time.
But, in reality, the BJP’s aim was to pull down all the non-BJP
governments in the states. The
questions like when and where it is to be attempted; who is the
first, and who is next target; where and
what course should be adopted; the help of which party or section be
sought
to pull down a party
from power; how a party or a section or a leader can be lured or
subordinated are pushed into troubles or remove from the way – are
a part of BJP’s tactics. Destabilizing the governments of its own
allies or supporters is also a part of BJP’s aim. The BJP leaders
have behaved or are behaving as better masters than the Congress in
utilizing the central power, financial resources, the institutions
like CBI, Anti-Corruption to gain an upper hand politically and grab power in the states.
The RJD-JDU govt. in Bihar fell and BJP-JDU govt. came only in this
wake. Two warring factions of AIADMK have come together to form a
pro-BJP govt, in Tamilnadu. The governments in Odisha, Telangana and
AP began with an understanding that, ‘we support BJP govt at the
Center, and it must not destabilize us in the state’. But the BJP’s
wishes and attempts to grab power even in these
states continue. In Odisha, BJD and BJP are now in a tug of war for
power. TDP and BJP in AP
began with a full of honey relationship. But the relations now have
worsened to the extent of their
Ministers quitting the posts. Till a few days back, the TRS of
Telangana had all the praise for the BJP govt. at the center. But now
it is talking about the need of non-congress and non- BJP govt. at
the Center.
The BJP govt at the
Center has reduced the struggle against corruption into a farce. Many scams have seen the
light during this period. It refuses to take responsibility for the
safe fleeing of those who committed the crimes (Like Nirav Modi) and
seeks to wash its hands saying that these scams had
began right during the Congress regime. It is keeping mum when
questioned how it chose
yeddyurappa, who is neck deep in corruption, for the CM post in
Karnataka elections. The BJP recites the congress story of
corruption. BJP is proving itself as a past master in freely using the caste,
religion, superstitions, money, lies, etc., in the elections. The BJP
had taken the election campaign to lowest levels. Raising the
sentiments, emotions, prejudices, shattering mutual trusts, blowing
up the frenzies and twisting the facts very easily and with no
hesitation if such an act is believed to reap a good crop of votes
are the methods developed by the BJP as an art.
The BJP govt. has
solved not a single problem faced by the workers, peasants, adivasis,
youth, women, Dalits and minorities, etc., In the beginning, it
promised to create two crore jobs per year and end the unemployment
problem. It changed the talk within a few days and began to talk
about the training youth in skills and create illusion that the jobs
are waiting for the Indian youth in foreign countries. Now it is
saying, ‘after all, one need not look for a Job, but try for self-
employment’. Thus it is pouring cold water on the expectations of
crores of unemployed youth for jobs in a deliberate
attempt to escape itself from the responsibility of providing the
jobs to the unemployed youth.
The landless and
poor peasants, poor tenants have no rights over the lands. Relentless
attacks are being waged against the natural rights of adivasis on the
lands, forest wealth, natural resources in the forest areas. The
coastal people and artisans are fast losing their traditional rights
and means of livelihood. With all the support and backing from the
govts, the foreign and domestic big capitalists are indulging in a
large scale land grabbing and the loot of natural resources. These
actions are ruining the lives of poor people and forcing the crores
of toiling masses to helplessly migrate to cities or other states for
work.
The peasants are in
a most pathetic state. Forced with unbearable costs of agriculture,no
one to buy their produce; deprived by minimum support price,
back-breaking burdens of debts lakhs of peasants are committing
suicides. It is a horrible consequence of the policies of ruling
classes. In this period, lakhs of peasants in Maharashtra, MP,
Gujarat, Rajastan, Punjab, AP, Odisha, Telangana had come into the
streets protesting demanding the remunerative prices for their
produce and the debt reliefs. They defied lathis, tear gas shells and
even bullets. In MP, some have lost their lives in police firings.
The demonetization and GST, most arbitrarily imposed by the BJP govt
have brought untold difficulties and economic devastation for the
people.
The ties of Indian
ruling classes with the imperialist powers have further tightened and
expanded during this period. Particularly, the Indian ruling classes
joining the US-led US- Japan-Australia alliance is a most dangerous
development for India and Indian people. Establishing the domination
of US imperialism over Asia, Asia-Pacific region is the strategic aim
of this alliance. The Indian rulers had gone a long way during this
period in satisfying the US imperialists. Tuning up and coordinating the
political, military and diplomatic activities of India and US to suit
the needs of this aim; mobilizing the rulers of the region in support
of this aim and to see that the influence of China, which is opposed
to it, does not grow in this region are part of the “tasks” of
the Indian rulers. The special relations being developed by the
Indian rulers with the Israeli rulers, who are acting as a tool of US
domination in the Middle East, can be seen only in this light. The
support being extended by the Indian rulers to the US imperialists in
Afghanistan is also a part or it.
Thus the BJP regime
which had stepped into the shoes of Congress, is taking India along a
most harmful path.
The BJP and Sangh
Parivar forces are trying to spread most unscientific, retrogressive
and disruptive ideology, ideas, culture and fascist type of
activities in the country in the name of Hindu Rajya, Hindutva,
Indian culture, past glory and nationalism, etc., They are trying to
wipe out the ideologies, ideas,
culture and heritages that are different to them. At the same time,
we must not forget the fact here that they are using them also as a
means to divert the attention of our people from the policies of
selling out the interests of our country and people to the
imperialists. They are also doing this to divert the anger and
protest of people against ruling class policies of exploitation and
oppression. We must, therefore, be clear that the struggle of our
people against the policies of
Hindutva and the
struggle against the policies of exploitation, oppression,
subservience and sell out to imperialism
pursued by the Indian ruling classes and the BJP govt. are
inter-connected and must be combined. A
struggle or protest against the policies of Hindutva will be weak and
abstract if they are not
linked in this manner. We must also realise that such an abstract
struggle. Whether we wish or not, many revolve within the frame set
by the ruling classes to divert the people’s attention from the
real issues.
The Congress Party
which had now come down to the position of opposition at the all
India level has no basic differences what so ever with the BJP on the
questions like the economic policies, serving imperialism and
remain as a part or in the strategic alliance led by the US
imperialism. In reality, the BJP
govt. is only carrying the polices of congress forward. Therefore,
the basic policies never become a point of debate between them. It is
for this reason alone the ruling as well as opposition would evade
the discussion on these policies as though they are acting so with common
understanding. What the congress is mainly interested in is how to
regain the lost power so that it can
implement the same policies. This is the essence of their opposition.
So they seek to divert the people’s attention towards the issues
that over not basic or that are not so important. They raise their
voice on issues or events that attract people’s immediate
attention. They spend time on petty issues or quarrels or loud talk.
Their worry and attempt on all occasions remain how to transform the
people’s discontentment into votes in elections.
The Congress claims
to oppose the Hindutva of BJP and Sang Parivar. But the people’s
experience show that, on many occasions, the Congress did not act in
a trust worthy manner when the offensive actions of Hindutva forces
were to be halted or resisted.
Now from Rahul
Gandhi to other Congress leaders are engaged in the attempts to
parade themselves as Hindus. They are engaged in the feats to impress
the people that the Congress is not like BJP which is
seeking to spread Hinduism in a hard, crude or aggressive manner, but
works to spread Hindu religion in a soft, non-aggressive and skillful
manner. All this is only a part of their attempt to
reap their “share” of Hindu votes.
There was a time
when the Congress was exercising monopoly power at the Center for a
long time. The regional and non- congress parties in the states had
carried on protests and agitations complaining that the
Congress party had concentrated all powers in its hands and was
showing discrimination and
big brotherly attitude towards the states. However these protests and
agitations have neither taken the shape of struggles for a federal
system in real sense of the term nor were they aimed at bringing
basic alternative policies to the fore. These protests and agitations
have ended in installing a coalition or alliance of non- congress
govts in power at the Centre or gaining a share in power or some
benefits by aligning with one or other major ruling class party.
These Parties talked about representing the regional interests of the
states, but they had no basic policy differences with the major
ruling class parties. Working in the interests of landlords, big
bourgeois; getting some investments from the foreign and Indian
corporate houses and the Central funds had become their
policy. Now and
then, they are seen expressing little dissent and anger that the
Centre was discriminating and
doing injustice to their state. But it only turned out to be an
attempt to tide over the growing discontentment of the people in the
state and divert their attention. Similarly, now and then, they will
be raking up the water disputes between the states and try to rouse
opposition, emotions and tensions between the people of different
states. We see the state govts or the sections of ruling classes
trying to project themselves as the champions of the just rights of
their own states. However the ruling classes are repeatedly proving
that they are least interested in reasonably and completely solving
the disputes. In fact, they have their own interest in continuing and
perpetuating them. But it is only
the people on both sides who suffer most because of this.
The decade long
protest led by the TRS for a separate state had touched no basic
problem of the people. Not only this. The TRS sought to divert
people’s attention from those problems. It sought to paint tar on
the heroic Telangana peasant struggle of 1946-51. It sought to show
the fighters who laid down their lives in this struggle as well as
other anti-feudal struggles (Ailamma, Doddi Komaraiah, Komuram Bheem,
etc.) as those who added the strength and fame to the demand
for separate
Telangana. It eulogized the Nizam regime, which butchered thousands
of best daughters and sons of peasants as a great ruler who toiled to
develop Telangana. It confused and mixed up a good number of
progressive writers, poets, artists and historians with the advocates
of separate Telangana and sought to distort their views and
contributions. On one side, it dismissed the communist ideas as
obsolete, on the other hand , it sought to utilize the communists and
revolutionaries for separate Telangana agitation. Once in power in
the Telangana state, it roped as many leaders as possible from other
parties like Congress and TDP into the TRS and began to preach that
the Telangana state needed no other party and TRS was everything and
all in all. It sought to ruthlessly trample the rights and struggles
of people. It adopted an attitude of supporting the BJP Govt. at the
Centre with a view to avoid problems from it and get more central
funds and foreign capital. The TRS has done all this only to entrench
itself in the political map as party of ruling classes.
It remains a fact
that those Communists and revolutionaries who plunged in the
agitation for separate Telangana
acted as if they forget their political existence. Some, of course,
talked about “democratic” or
“social” Telangana and released their Manifestos they wanted to
implement. But, in their practice, they remained within the frame of
Separate Telangana set and led by TRS. Some artistes, writers and
singers used their creative talents to propagate the Separate
Telangana Slogan. Some intellectuals
sought to analyses the history, economic and social conditions from
regional and casteist angles
and with an aim of adding strength to the slogan of separate
Telangana. One can do nothing more than this once they keep aside the
proletarian politics and class outlook. How to solve the basic
problems of people is the main question for the communists. It is
possible that the initiative and leadership of the people, at times,
may go into the hands of sections of ruling classes. Even in such a
situation, it is not the job of Communists to flow along with the
stream. Our job is to remain with the people, work among them in the
light of our policies and uphold the basic interests of our people.
This will, doubtlessly bring good results. It is crystal clear that
the TRS is a ruling class party in Telangana. When we have this
clarity, the brutal policies of suppression, killings in the name of
encounters; the dance of reactionary ideas; begging for the foreign
capital and Hindu religious activities carried on by the TRS govt
must not surprise anyone. How to organise the people who are deeply
enmeshed in the problems of life against them alone will be the
question before us.
Chandra Babu had
been, on one side, accepting the division of AP state, on the other
side, he was trying to create an impression that he was opposed to
the division. TDP has joined the NDA govt.
There was scope for
the new AP State to use Hyderabad as common capital for ten years.
But Chandrababu refused
to avail this and set himself on hastily and with much fanfare
preparing plans and designs for a ‘marvelous’ new state capital.
He went on in a big way (more than 30,000 acres) pooling or acquiring
land destroying the most fertile and three crop lands of the
peasants. For some days, he was asking for special status for the
state as promised in the state Reorganization Act. Later, he began to
say that a ‘special package’ is enough. Again, now, he is asking
for nothing but a special status for the state. Thus he was shifting
his positions. TDP Central Ministers have resigned protesting
that the Centre has not kept its promises and made the state to
suffer by not releasing the funds for various projects. Now all the
parties - ruling as well as opposition seem to view the special
status as almost the sole solution for the problems of the AP state.
It must be noted
that the special status will push the state into a total economic
dependence on the Centre. How many companies and how much capital the
special status of state will attract and how many jobs it will
generate are questionable. But, for the parties of ruling classes,
the demands and controversies such as these are only a means to
divert the people’s attention from their real problems; conceal the
inability of rulers to solve these problems and keep the people
entangled in the vicious circle of illusions.
The TDP govt has
trampled the rights and struggles of people during this period. It
engaged itself with promises to
resolve the water disputes and link the rivers. It has displaced
thousands of people from their lands.
Thousands of adivasis and peasants displaced from their lands and
homes in the name of projects
including Polavaram are pushed into a most helpless and pathetic life
devoid of reliefs,
rehabilitation and securities for lives. The govt is making rounds to
other countries and holding meetings of
the Heads of foreign and Indian corporate houses for investments and propagating the same
as a great effort to develop the State.
The CPI and CPI(M)
view the defeat of BJP in 2019 elections as their main aim. CPI
thinks that this aim cannot be
achieved without entering into an electoral alliance with the
Congress party. Whether an alliance can be
had with the Congress at an all India Level or not is said to be a
point of difference in the
CPI(M). But, as we know, differentiating the parties of ruling
classes as ‘greater’ or ‘lesser’
dangerous; enter into an electoral alliance; supporting a govt.
formed by a ruling class party or its alliance govt had been a policy
of CPI(M) for a long-time. The difference or problem that appears now
is only arising out of the politics of seeking to be closer to one or
other ruling class party and relying on or tailing behind one ruling
class party or a section of it instead of organizing the people into
struggles on their basic problems and relying on the strength of the
people.
The economic and
political policies and the policies of Hindutva and fascist type of
actions pursued by Narendra Modi regime in an aggressive manner in
the last four years have developed discontentment among the people.
BJP has won in elections in some states. But it suffered defeats and
setbacks too in some places in an unexpected manner. BJP and Sangh
Parivar forces have tasted peoples protest in many areas. The ravings
of some Hindu communal chauvinists are also facing strong protests
from the people. The workers, peasants, adivasis, students, youth,
Dalits, Women, employees,
democrats, intellectuals and artistes, etc have come out in protests
on their problems.
Especially, lakhs of peasants have come out in a number of massive
protest actions. The Pro-BJP
forces had encountered powerful united protests in big cities like
Delhi from the progressive and
democratic students. They faced defeats in students’ union
elections. An urge
is growing strong
among the people in the Country that a strong, determined and united
struggle must be waged
against the rulers who are selling away the interests of our Country
and people; destroying the
democratic rights, values and traditions and trying to divide the
Country on the basis of religion and culture. The workers, peasants,
adivasis, students, youth, Dalits, women and
minorities must keep
themselves away from the electoral gamble for power; protect their
own rights and struggles from the conspiracies of the ruling classes
to divide and divert them and unite and forge ahead. The
anti-imperialist and democratic consciousness, unity and struggles
that develop in this course can, doubtlessly, guarantee a good future
and real victories for the masses of working class and oppressed
people in India.
